Your Bill

The District bills its customers every two months (Jan, Mar, May, Jul, Sept, Nov) for water used in the two previous months. Each bill includes two charges. The first is a “Base Fee” which is a flat rate for water service. The second is a “Usage Fee” which is for the amount of water consumed. In order to encourage conservation, the Usage Fee employs a “tiered” rate structure. Basically speaking, the more water that is used, the more the additional water costs. During the peak demand Summer months usage rates are higher than the rest of the year.

PAYMENTS ARE DUE the 15th of each even month (Feb, Apr, Jun, Aug, Oct, Dec). If payment is not received at the District office by the date due, your account will be considered delinquent.  A late fee equal to 10% of the total amount due will be added.  Failure to receive mail will not be recognized as a valid excuse for failure to pay balances when due.

PAYMENT RESPONSIBILITY:  Failure to pay utility bills may result in the discontinuation of water service and/or property lien action. The property owner is legally responsible for all charges on the property’s account. In instances where the tenant, agent, or owner’s representative allows the charge to become delinquent, the District will NOT assist the property owner in collections.

WHEN PAYING BY MAIL: Please make your check or money order payable to Water District 119. Be sure to include the return portion of the bill and write your account number on your check or money order to ensure proper credit to your account.

CHANGES OF OCCUPANCY AND OWNERSHIP:  Contact the District office by phone or email (Office@WD119.org) to report changes of ownership, mailing address, contact information, or to turn water on and off.

Rates and Fees

– Effective November 1, 2023 –

Bi-Monthly Base Fee Residential & Non residential: 

  • ¾” – 1″ meter = $101.00
  • 1½” + meter = $170.00

Off-Peak Rates (November – April):

100 cubic feet = 748.60 gallons 

The average household of 4 people uses 200-400 gallons per day, or 1600-3200 cubic feet per 2 month billing period.

  • Outside the District Boundaries: add 25% to above charges 
  • Duvall Water: Duvall water rates to District plus 25% 
  • Fire Detector Check Meter: $20.00 per month 

Additional Dwelling Unit Rates

System Connection Charge and separate meter may apply. In the event that a property has more than one dwelling unit, as defined in Chapter 21A.06 of the King County Code, the property will be billed one and one half base charges each month if both dwellings are under one roof and two base charges if they are in separate structures. 

Property owners with vacant Accessory Dwellings may sign an Affidavit of Non-occupancy to have the supplemental fees waived. Affidavits are available at the district office and may be notarized by the district office manager at no charge. Changes will be made at billing cycle only, with no daily or monthly pro-rating. 

The property owner is responsible to inform the district of any occupancy status changes within 15 days to prevent penalty fees. 
The penalty for not informing the district within the required time frame is the charging of all supplemental Accessory Dwelling fees retroactive to the signing date of the most recent Affidavit of Non-occupancy. 

Schedule of Fees and Penalties

Late Fee

Overdue accounts will be assessed a late fee of 10% of the outstanding balance per billing period. 

Returned Payment Fee

Payments returned for any reason, including on-line payments, will be charged a fee of $45.00. 

Reconnection Fee

If water service is terminated due to failure to pay, or at the customer’s request, a reconnection fee of $75.00 will be charged for the service of reconnecting the customer. Reconnection will be scheduled within 24 business hours after full payment is made. 

$150.00 will be charged for connection after hours.

Discontinuation of Service: Pursuant to RCW 57.08.081, the District will shut off water service after charges are delinquent for a period of thirty days. When service is shut off for non-payment, a reconnection fee will be charged. 

Duplicate Billing Fee

The District sends all bills to the legal owner or legal representative 

$2.00 Bimonthly charge for duplicate billing sent to tenants. 

Interim Meter Reading Fee

When a meter is requested or required to be read between the normal bi-monthly readings, for any reason, including closure of an account, a fee of $75.00 will be charged. 

Future Water Service agreement

Future Water Service agreement: $300.00

Hookup Fee or Meter Drop Fee

All new customers of the District must pay either a Hookup Fee or a Meter Drop Fee at the time that they connect to the District’s water distribution system. 

Hookup Fee

Unless the new customer qualifies for the reduced “Meter Drop Fee” set forth below, all new customers will pay a Hookup Fee of $9,400. 

Meter Drop Fee

If the only service required to connect the new customer is the installation of a water meter, and the District has not previously incurred, and will not at the time of hookup incur, any other expenses, such as tapping or other hookup services, then the new customer only needs to pay the “Meter Drop Fee” of $4,800. 

Water System Hook Up Fee

Price will be based on actual cost of construction but no less than the highest ULID charge.

Hydrant Use Fee

The District’s fire hydrants may not be used without permission of the District, except for fighting fires. If permission is granted for uses such as construction activities, etc., the user must provide a refundable deposit of $2,000 for the meter.  

$150 will be charged per day or $700 per week, plus water use at the highest tiered summer rate rounding up to closest 100 cf as determined by the District. 

In the event of any unauthorized use of or damage to the hydrants, a fee will be assessed against the user for each occurrence, as specified in the section below entitled Unauthorized Use of Water.

Written authorization is required at all times when obtaining water from a District hydrant. This authorization must be available and presented to anyone requesting to see it. 

Unauthorized Use of Water

Unauthorized use of water is a danger to public health and safety and, as two counts of First Degree Theft and two Class B Felonies, WILL BE PROSECUTED TO THE FULLEST EXTENT OF THE LAW. Any use of water from the District’s system without authority to do so, or without paying for the water used, or bypassing a locked meter by any means, constitutes criminal theft as defined by Sections RCW 9A.56.010(17), 9A.56.020 and 9A.56.030, 9A.61.020 and 9A.61.030 of the Washington Criminal Code. In addition to reporting such theft to the King County Sheriff for investigation and prosecution, the District will assess for costs incurred and charge the following amounts as follows: 

  • First Offense: $500.00 
  • Second Offense: $1,000.00 
  • Third Offense: $1,500.00 

If the offender is a customer of the District, they must pay, prior to being reconnected, all charges owing to the District and the costs of all personnel time related to the investigation, disconnection and reconnection of water service. 

Certificate of Water Availability or Future Water System Agreement Fee

$300.00 per parcel or dwelling

This fee is charged to potential customers of the District for the issuance of a certificate of water availability. A fee of $300.00 will be charged for each residence to be constructed or for each residential lot for which water availability is requested. 

Developer Extension Deposit and Fee

This deposit must be posted with the District by land developers at the time that they execute a Developer Extension Agreement with the District. The deposit will be $20.00 per lineal foot of the water system to be constructed, or $20,000, whichever is greater. These funds shall be considered a deposit against all fees and costs charged by the District pursuant to the Developer Extension Agreement. 

Clerical and Handling Fee

This fee shall be charged by the District in the event that the District advances any expenses or incurs any fees which are later to be reimbursed by a developer or customer, such as labor expenses, engineering and legal fees, permit fees, etc. When these expenses are billed to the customer by the District, the District will assess a clerical and handling fee equal to 20% of that amount to cover the District’s clerical costs. 

Lien Penalty

Pursuant to Washington State law RCW 57.08.081, the District will file a lien against any property for which water rates and other charges remain delinquent for more than 60 days. If such a lien filing is made the District will, in addition to the delinquent amounts, charge $500 to cover the attorney’s fees and filing fees necessary to prepare, file and record the lien and the satisfaction of the lien. The law also permits the charging of 8% annual interest of any amounts owed. 

Equipment & Personnel Charges

  • Backhoe: $100.00/hr  
  • Service Truck: $50.00/hr 
  • Labor/Operator: $150.00/hr 

Service Dispatch

$250 after hours when issue is not at the fault of District property/equipment.

Miscellaneous Expenses

The District’s customers shall also be billed for any expenses incurred by the District which are related to a particular customer or a particular property, such as ERU charges levied by the Seattle Water Department, costs of inspecting properties, engineering and legal fees related to customers’ requests or services, and any similar expenses.
